On September 5, 2025, President Donald Trump signed the Homebuyers Privacy Protection Act (H.R. 2808) into law, delivering long-awaited relief to homebuyers across the nation. Beginning March 5, 2026, the practice of selling “trigger leads” — which has inundated borrowers with unwanted calls, texts, and emails immediately after applying for a mortgage — will officially come to an end.

This bipartisan legislation, co-sponsored by Reps. John Rose (R-Tenn.) and Ritchie Torres (D-N.Y.), along with Sens. Bill Hagerty (R-Tenn.) and Jack Reed (D-R.I.), passed both the House and Senate with broad industry support.

What This Means for Borrowers

  • Stronger privacy protections: Credit offers can no longer be made without explicit consumer consent.

  • Fewer distractions: Homebuyers won’t face a barrage of aggressive sales tactics from unfamiliar lenders.

  • Trusted relationships: Offers will only come from your chosen mortgage originator, servicer, bank, or credit union.

Bob Broeksmit, President and CEO of the Mortgage Bankers Association, called the bill “a major victory for mortgage borrowers,” noting that it will create a more efficient, respectful home-buying process.
